Sian Gwenllian substituted for Rhun ap Iorwerth, and is expected to have formally joined the Business Committee before the next meeting. The Llywydd thanked Rhun ap Iorwerth for his contribution as a member of the committee.
The minutes for the meeting were agreed by the Committee for publication.
Caroline Jones asked if there will be a government statement on the coronavirus. The Trefnydd informed her that the government has already issued a written statement, and that they would update the Assembly if there were any changes.

Business Committee determined the organisation of Assembly business and agreed to schedule the following items of business:

Business Managers agreed to select the following motion for debate on 5 February:
NNDM7239 David Melding
To propose that the National Assembly for Wales:
1. Notes a proposal for a Bill which requires all new-build homes to be fitted with at least one electric car charge point.
2. Notes that the purpose of this Bill would be to ensure that:
a) every new residential building with an associated car parking space has an electric charging point installed;
b) every residential building that is new or undergoing major renovation, with more than 10 car parking spaces, has cable routes for electric vehicle charge points in at least 50 percent of the total parking spaces.

Business Managers agreed to refer the LCM to the Economy, Infrastructure and Skills and the Constitutional and Legislative Affairs Committees, with a reporting deadline of Thursday 12 March.
Business Managers agreed the draft report.
Business Managers discussed the paper and agreed that the provisions in the Government of Wales Act 2006 which set out the d’Hondt formula for allocating committee places in the event of the Assembly being unable to agree a motion on membership by two-thirds majority should be integrated into Standing Orders. This would allow the continued use of the d’Hondt formula as a fallback mechanism.
Business Managers discussed a range of issues relating to political balance on committees and committee chairs, especially procedures around how any changes to the balance between groups during the course of an Assembly are reflected in the make up of committees and the balance of chairs and asked the Secretariat to bring forward a paper looking at these issues in greater detail.
Plaid Cymru Committee Membership
The Llywydd informed Business Managers that Sian Gwenllian will be resign her position as a member of the Assembly Commission and will be replacing Rhun ap Iorwerth as a member of Business Committee. Rhun ap Iorwerth in turn will be nominated as a Commissioner. This is part of a wider reshuffle in Plaid Cymru, involving changes to their places on committees. Business Managers agreed to take the motions necessary to make these changes on Tuesday afternoon.

The Llywydd reminded Business Managers that it is their responsibility to ensure that any Members asking supplementaries are made aware when questions are grouped.
